Proposed Rules and Regulations
Minor
Categories
1.
Short Title
-
These Rules shall be cited as The World Steelband Music
Festival 2006/2007 - Minor Categories Rules.
-
These Rules shall apply to all Soloists, Duets, Quartets and
Ensembles, registered to participate in the World Steelband
Music Festival 2006/2007 – Edition – Minor Categories.
2.
Definitions
In these Rules
-
Adjudicator(s)
shall mean person(s) appointed by the Events Committee of Pan
Trinbago1986 Inc. T.C. to evaluate and merit the performances of all
competing Soloists, Duets, Quartets and Ensembles.
- Alternate
Adjudicator(s)
shall mean person(s) appointed by the Events Committee of Pan
Trinbago 1986 Inc. T.C. to evaluate and merit the performances of
all competing Soloists, Duets, Quartets and Ensembles, but whose
outcomes do/does not affect the final aggregate score of
competitors.

Ballot
System
shall mean the process employed by the Events Committee, to
determine the performance order of all competitors.

Duets
shall mean any combination of two (2) Pannists performing in
concert on any steelpan instrument configuration.
-
Designated Playing Area
shall mean such area of real estate or venue, selected by the Events
Committee within which competitors shall perform for the Festival.
- Ensemble
shall mean any combination of Pannists performing in concert on
steelpan instruments, and that the configuration is not less than
ten (10) Pannists and not more than fifteen (15) Pannists.

Europe
shall mean all countries within the geographical confines of the
European land mass.

Events
Committee
shall mean the group of persons appointed by the Central Executive
of Pan Trinbago 1986 Inc. T.C., in accordance with the
Constitution and Bye Laws of the Organisation.
- Festival
Producers
shall mean Pan Trinbago 1986 Inc. T.C and or its Authorized
Agents/Organisations/Committees.

Festival
shall mean the World Steelband Music Festival 2006/2007
- Edition and its constituent stages/phases/categories and all
other else it portends.
-
Other
Caribbean
shall mean any Caribbean Island/Country other than Trinidad and
Tobago.
- Participants
shall mean performers or competitors as Soloists, Duets, Quartets
and or Ensembles duly registered for the Festival.
- Quartets
shall mean any combination of four (4) Pannists performing in
concert unaccompanied, on steelpan instruments of any configuration.

Test
Piece
shall mean “Education” a musical composition of Dr.
Slinger Francisco “the Mighty Sparrow”, selected by the Events
Committee, and shall be performed by Ensembles only, as
originally scored and thereafter be subjected to free and
appropriate variations, for a period not exceeding six (6)
minutes.

Musical Piece of Choice
shall mean any musical composition played in accordance with the
musical scores submitted by Soloists, Duets, Quartets or Ensembles,
and performed for a period not exceeding eight (8) minutes.
3.
Registration
a.
No
Soloist, Duet, Quartet or Ensemble shall participate in the Festival
unless registered under this
Rule.
b.
Soloists, Duets, Quartets and Ensembles shall register for the Minor
Category of the World Steelband Music Festival 2006/2007 – Edition,
by completing and submitting the Application Form attached to these
Rules and Regulations (labeled WSMF 06/07 MC), together with
the non-refundable Registration Fee as hereunder quoted:
i. Soloist
----------------------------------- 30.00 USD
ii. Duet
----------------------------------- 50.00 USD
iii. Quartet
------------------------------------75.00 USD
iv. Ensemble ---------------------------------
100.00 USD
c.
Completed Registration Forms accompanied by Registration Fees, shall
be delivered to the Secretariat of the World Steelband Music
Festival, c/o Pan Trinbago Inc. T.C., Victoria Park Suites, 14
- 17 Park Street, Port of Spain, Trinidad; Pan Trinbago
Regional Offices
d.
The closing date of registration for all participants in the Minor
Category of the World Steelband Music
Festival 2006 – Edition shall be Thursday 27th July,
2006.
e.
On- line Registrations shall be done at
www.pantrinbago.co.tt
f.
Registration fees should be mailed to the Secretariat of the World
Steelband Music Festival, c/o Pan Trinbago Inc. T.C., Victoria Park
Suites, 14-17 Park Street, Port of Spain, Trinidad to reach no later
than Thursday 27th July, 2006.
4.
Structure of Festival
a. The
Minor Category of the World Steelband Music Festival 2006 –
Edition, shall be held at………………………………………………………………………………
b. Pan
Trinbago 1986 Inc. T.C shall determine the stages and attending
numerical configuration, of the Festival in this Category and
shall be informed by the volume of entries received by
Thursday 27th
July 2006.
5.
Performances
a.
Soloists, Duets and Quartets shall perform a
Musical Piece of Choice only,
and
.Shall submit to the Secretariat of the Festival on or before
Wednesday 2nd August 2006, the
Musical Score of the Musical Piece of choice he/she will
perform at the Festival.
ii.
Shall be allocated a performance time not exceeding
eight (8) minutes, for each round of the Festival - Minor
Category.
b. Ensembles
shall perform two (2) pieces of music, namely the Test
Piece – “Education” and a Musical Piece of Choice, and
i.
Shall submit to the Festival Secretariat on or before
2006 Musical Scores of both pieces of music to be
performed at the Festival.
ii. Shall be allocated a
performance time not exceeding
fourteen (14) minutes for each round of the Festival –
Minor Category.
6.
Adjudication
-
The Events Committee shall appoint a panel of four (1)
Adjudicator for each sub – set of the Minor Category,
i.e. Soloists, Duets, Quartets and Ensembles.

Adjudicator(s) appointed to each sub–set, shall judge same
at each round of the competition.

The decision of the Adjudicator(s) shall be final and
binding on all Performers/Competitors.
-
The Adjudication System shall be guided by Points awarded as
per performance (Test Piece and or Musical Piece of
Choice as is/are applicable), and under the following
criterion:
i. Forty (40) Points for Accuracy of Score
– the ability of the
performer/competitor, to perform the musical piece correctly and
in accordance with the score of the composer.
ii.
Twenty (20) Points for Accuracy of Dynamics
– the ability of the performer/competitor, to most accurately
perform such markings on the text of the composer’s score.
iii.
Twenty (20) Points for Interpretation
– the ability of the performer/competitor to express, render and
interpret the musical piece of the composer.
iv.
Ten (10) Points for Articulation
– the ability of the performer/competitor, to express and follow
the phrasing and dynamic markings on the composer’s score.
v.
Ten (10) Points for Quality of Sound
– the correctness, consistency and homogeneity of the sound of
the instruments during the performance, and as produced by the
quality of tuning/blending and skill of the Pannist(s).
7. Order of Performance
a.
For
each Qualifying Round and Finals, performers/competitors shall
perform
in order
as drawn by Ballot.
b.
Where performers/competitors after being duly informed, are not
represented at the balloting session(s), the Events Committee
shall cause a ballot to be drawn on the absentee’s behalf.
c.
The
absentee performer/competitor shall be notified of their performance
schedule, either electronically or by print within 48 hours
after the balloting session.
8. Fees and Prizes
Will be supplied at a later date.
9.
Discipline
a. The
Festival Producers shall appoint a Three (3) Member Disciplinary
Committee; to undertake such disciplinary matters as may be brought
before it during the Minor Category stage of the Festival.
b.
This
Committee shall investigate, enact trial, determine guilt or
innocence,exact penalty and or reprimand and discharge as the
matter(s) warrant(s).
c.
Performers/Competitors who after due process are disqualified, shall
forfeit all rights to prizes and or incentives, accruing from the
Minor Category phase of the Festival.
10.
Contingency Matters
a.
Each Performer/Competitor in the Minor Category phase of the
Festival shall be responsible for:
i. Transportation of its Instruments and
Pannists.
ii.
Setting up and positioning of all Instruments in the designated
performing area.
iii.
Security and or protection of its Instruments during the
Festival.
b.
Pan Trinbago 1986 Inc T.C. and or its authorized agents
shall not be held liable, for any loss of, or damage to, or
theft of, or injury to (where applicable) instruments,
musicians and or competitors’ property during the Festival.
c.
No electronic audio and or electronic equipment or related
devices shall be used by any competitor/performer during the
Minor Category phase of the Festival.
d.
Where in the conduct or implementation of the World Steelband
Music Festival 2006 – Edition, these Rules and Regulations
remain silent; Pan Trinbago 1986 Inc. T.C. reserves the right to
rule on any matter attendant to or arising there from.
11.
Copyright
-
Pan Trinbago 1986 Inc. T.C. and or its Agents, reserve the
rights to make Video, Audio and or Audio Visual Recordings
of the performances (for marketing purposes), of all
Performers/Competitors in the Minor Category of the
Festival.
-
Pan Trinbago 1986 Inc. T.C. and or its Agents shall enter or
cause to enter, into written Contract with each
Performer/Competitor in the Minor Category of the Festival,
for the cause as aforestated in 11 (a) above.
