World Steelband Music Festival Finals 2005
Orchestras

1. Short Title

  1. These rules shall be cited as “The World Steelband Music Festival 2005 (Orchestra) Rules”

  2. These rules shall apply to all orchestras registered under rule 3 of these rules for participation in the World Steelband Music Festival 2005

2. Definition

In these rules “Adjudicator” shall mean such person or persons as are appointed by the Festival Committee to act as an adjudicator or alternate adjudicator

“Designated playing area” means such area as is demarcated and numbered by the Festival Committee at the venue within which orchestras are required to perform

“Festival” means the World Steelband Music Festival 2005.

“Festival Committee” means the committee appointed by Pan Trinbago for the management, control and conduct of the Festival

“Orchestra” means any combination of pannists playing any steelpan instrument provided that such combination shall contain not less than twenty-five (25) nor more than fifty (50) performers

“Test Piece” shall mean “Pan in A Minor” by Lord Kitchener - the piece of music selected by the Festival Committee which shall be performed as originally scored and thereafter subjected to free and appropriate variation for a period not in excess of six (6) minutes

“Piece of Choice” shall mean any musical composition played in accordance with the musical score submitted by the Orchestra for a period not in excess of fourteen (14) minutes

3.  Registration

  1. No Orchestra shall be entitled to participate in the Festival unless registered under this rule

  2. An Orchestra shall register by completing a registration form provided by the Festival Committee and lodging same with the Festival Committee at such place and time as may be designated by the Festival Committee

  3. A registration fee of One Hundred (100) United States Dollars shall be paid by each orchestra upon registration for the Orchestra category of the Festival

(i)  The registration form shall contain:-

  • (i)  the name of the orchestra;

  • (ii)  the address of the orchestra;

  • (iii) the name of the leader and/or manager;

  • (iv) the piece of choice;

  • (v)  the tuner or tuners;

  • (vi) the musical director and/or arranger;

  • (vii) a list of the members.

4. Structure of Festival

  1. The final round of the Festival shall take place in New York on the 19th day of June 2005.

  2. The Festival Committee shall determine the number of orchestras performing at the world semi-final and final

 5. Performances

  1. All orchestras shall perform two (2) pieces at each round of the competition 

  2. The two (2) pieces to be performed by each orchestra are:

(i)   a test piece; and

(ii) a piece of choice

  1. At each round the total playing time shall not exceed twenty (20) minutes

  2. Each orchestra shall register and submit to the Festival Committee full scores of both pieces.

6.  Adjudication

  1. The Festival Committee shall appoint a panel of three (3) adjudicators and one (1) alternate adjudicator for each round of the Festival

  2. The decision of the adjudicators shall be final and binding

  3. The criteria for adjudication and the points awarded in respect of the test piece and piece of choice  performed at the Festival shall be as follows:-

of sound of the performance as produced by

quality of tuning and skill of the performer                            10

7.  Order of Performance

  1. In each round of the Festival orchestras shall perform within the designated playing area in the order determined by the drawing of ballots

  2. A representative of each orchestra shall draw a ballot on its behalf at such place and time and in such manner as may be designated by the Festival Committee

  3. Where no representative of an orchestra is present to draw a ballot on its behalf at the place and time appointed for so doing the Festival Committee may appoint a person to draw a ballot on behalf of the orchestra and the draw of the ballot shall be final and binding upon the said orchestra

  4. The Festival Committee shall give to each orchestra at least twenty four (24) hours notice of the place and time for the drawing of ballots

8. Instruments at venue

  1. Each orchestra shall have their instruments set up, positioned or arranged within the respective designated playing area no less than two (2) hours before the commencement of each night’s show

  2. No orchestra or any part thereof shall perform whether by rehearsal or otherwise at the Festival venue within two (2) hours of the commencement of the show

  3. Failure to comply with sub-rules (a) and (b) shall result in the referral of the orchestra to the Disciplinary Committee

9. Fees and Prizes

  1. At the world final, prizes shall be awarded as follows:-

     4th place                                                           $25,000.00

     5th place                                                           $20,000.00

     6th place                                                           $15,000.00

     7th place                                                           $10,000.00

     8th place                                                           $10,000.00

  1. At the conclusion of the final round trophies shall be awarded as follows:-

(1)   to the champion orchestra

(2)   to the orchestra performing the best piece

(3)   to the orchestra performing the best piece of choice

 10. Discipline

  1. The Festival Committee shall appoint a Disciplinary Committee comprising three (3) members

  2. The Disciplinary Committee shall be responsible to investigate every allegation made against an orchestra for breach of these rules and shall have power to impose fines upon or disqualify orchestras from the competition

  3. Where no penalties are provided for under these rules, the Disciplinary Committee shall determine the nature of the fines to be imposed

  4. Where an orchestra is fined under these rules, the Festival Committee shall deduct such fine from any performance fee or prize to which the orchestra may be entitled and shall thereafter remit the balance to the orchestra

  5. Where an orchestra is disqualified from the competition under these rules any performance fee or prize to which that orchestra would have been entitled shall be forfeited

11.   Miscellaneous

  1. Each orchestra shall be responsible for the transporting, setting up, positioning and security of their instruments and the Festival Committee shall not be liable for any loss or damage to any instrument whether by theft or otherwise

  2. Where in any matter relating to the conduct of the Festival these rules are silent the Festival Committee shall have the right to rule on any such matter

  3. No orchestra shall use in any performance during any round of the Festival any electronic equipment or instrument whatsoever

12.  Copyright

  1. The Festival Committee and/or its agents, consignees, etc. shall have the right to make audio, video and audio-visual recordings of the performances of each orchestra and to utilize the same subject to the terms and conditions if any which may stipulated by the authorized representative of an orchestra whose performance is so recorded

  2. The Festival Committee agrees to consult with the authorized representative of each orchestra prior to concluding negotiations with any third party or parties with respect to the use of the recordings referred to in sub-rule (a) hereof
